The process is very quick now, just 120 days processing time from the time of sending the application until the interview, no waiting list exists. Another 6 months after the interview until the person gets a refugee visa (one needs to have PMJ passport for that!) and can enter the US. One need to send a signed application ("predvaritel'naia anketa dlia opredelenia statusa immigranta", available at INS in US embassy in Moscow, and can be filled out in either English or Russian) to Washington Processing Center in Arlington, VA, together with an affidavit of relationship from a GC holder, US citizen or a refugee close family member. It is not defined by law what is "close family member". A very small number of applications succeed without any close family member. Others without one are waiting for the affidavit to be sent later. Parents, children and spouses are close enough. I know for sure that sibling or even half-sibling is close enough. I am not so sure about uncle/aunt/nephew, but I still feel that is close enough. Even first cousin is not so close and my feeling is that it is not enough. Second cousin is definitely not enough. Exception: If one can qualify as an immediate relative of a US citizen aged 21 or older (parent of a US citizen, spouse of a US citizen, and that is why one can get a GC without a quota), refugee status likely will not be granted, because this person can get a GC without a quota. Another exception: If a person cannot prove fear of persecution (but still is a Jew or evangelical baptist), he/she will not get a refugee status, but will be granted a parolee (Lautenberg parolee) status instead. The main difference -- parolees have less rights in getting public assistance than refugees.
